In vanilla, shouts are borderline useless. With my mods, shouts are actually lore-friendly now!
I highly recommended that you should use this with mods adding more
enemies and animals to your game, especially the high level ones.

*Installation:
This mod requires the Unofficial Skyrim Patch Legendary Edition!
Just place my files into your Skyrim's directory location (data folder) and you're done.
However, I do recommend starting a new game with my mod so that the changes for NPCs can actually take effect.

If you decide to install this mod mid playthrough, then make sure you are not under shout cooldown and don't have any active effect from shouts! You need to re-equip shout powers to get them to work normally again.

*General changes:

  • Shouts will have dovah translation in the menu.
  • Shouts now don't belong to any school of magic to avoid unintentional effects from magic mods you have in your load order (Fire Breath and Frost Breath still benefit from default Augmented Element perks).
  • You only take a fraction of damage from Unrelenting Force, Frost Breath, Fire Breath, and Ice Form (to prevent Draugrs from instantly killing you with their shouts).
    You will need to use the remove perk command and add perk command if you install my mod mid playthrough, as I edited a default perk on player for the resistance effects; the perk code is 000f11a9.
  • You are immune to knockdown effect from Unrelenting Force and Ice Form's paralysis if you are level 41 and above (you are also immune to the damage from that shout if you have the Force Without Effortpower).
  • Ancient Dragonborn, Odahviing, Durnehviir and his undead minions, Gormlaith, Felldir and Hakon have extra stat boots, perks and abilities.
  • You can fast travel in real-time with dragons (delete the INI file if you don't like this feature).

*Changes to Word Meditation perks:

  • Force Without Effort: You stagger 40% less and foes stagger 40% more (you are also immune to the damage and knock down effect from Unrelenting Force).
    Combined with the Heavy Armor skill's Tower of Strength perk, this ability could make you feel like a walking tank!

  • Ethereal Spirit: While in Ethereal form, your vitality (health/stamina/magicka) recovers at a faster rate (health regeneration is 200% faster and stamina/magicka regeneration is 100% faster).
    This perk was kind of weak before, now with the extra effect you are literally a tireless warrior on the battlefield.

  • The Fire Within: Fire Breath shout deals 50% more damage and causes frenzy effect to the living foes (enemies under level 20/40/60 are frenzied for 15/25/35 seconds).
    An extra effect to mix things up.

*Changes to Black Book shout powers:

  • Dragonborn Flame: Summons a fire wyrm when your Fire Breath kills an enemy.
    (The wyrm's level scales with player's and the wyrm is more powerful and smarter than the vanilla version)
    The Wyrm is actually an useful ally now!

  • Dragonborn Force: Your Unrelenting Force shout does more damage and using all three words may disintegrate enemies 
    (Unrelenting Forces deals 50/100/150 extra points of damage and has 25% chance to cause 200000 points of damage, enough to kill anyone standing in your way)
    In vanilla this effect is practically worthless as it only make things turn to dust when you kill them with Unrelenting Force. Now behold its true power! Just keep in mind that it doesn't work against Dragons and Dwemer mechanical guardians.

  • Dragonborn Frost: Your Frost Breath Shout lasts 50% longer and it can encase your foes in ice. 
    (enemies are paralysed for 7.5/15/22.5 seconds)
    Nothing's too extraordinary really, just an extra slow effect.

*Changes to Shouts:
[Animal Allegiance] (it no longer causes shockwave killing innocent birds)

  • cd: 30s/animals under level 25 become your allies for 3 minutes; a spirit wolf comes to your aid for 120 seconds (it only can be summoned while outdoor).
  • cd: 50s/animals under level 50 become your allies for 6 minutes; a spirit wolf and a spirit sabre cat come to your aid for 150 seconds (they only can be summoned while outdoor).
  • cd: 70s/animals under level 75 become your allies for 9 minutes; a spirit wolf, a spirit sabre cat and a spirit bear come to your aid for 180 seconds (they only can be summoned while outdoor).

[Aura Whisper]

  • cd: 10s/reveals creatures' presence and their weaknesses for 30 seconds, allowing you to deal more critical blows to them (25% chance to cause 6x critical damage).
  • cd: 15s/reveals creatures' presence and their weaknesses for 45 seconds, allowing you to deal more critical blows to them (50% chance to cause 8x critical damage).
  • cd: 20s/reveals creatures' presence and their weaknesses for 60 seconds, allowing you to deal more critical blows to them (75% chance to cause 10x critical damage).

[Battle Fury] (Instead of enchanting weapons, this shout increase attack speed directly with a magic cloak)

  • cd: 20s/allies around you attack 30% faster for 30 seconds.
  • cd: 35s/allies around you attack 50% faster for 60 seconds.
  • cd: 50s/allies around you attack 70% faster for 90 seconds.

[Become Ethereal] (I remove the white screen effect so you can actually see where you're going now).

  • cd: 20s/Ethereal form protects you from all damage for 10 second; during this time you are muffled and gain waterwalking ability.
  • cd: 40s/Ethereal form protects you from all damage for 20 seconds; during this time you are muffled and gain waterwalking ability.
  • cd: 60s/Ethereal form protects you from all damage for 30 seconds; during this time you are muffled and gain waterwalking ability.

[Bend Will]

  • cd: 20s/causes staggers and cleans the All-Maker Stones.
  • cd: 60s/forces enemies to become your allies for 600 seconds.
  • cd: 90s/forces enemies to become your allies for 900 seconds. If your target is a dragon, then it becomes an ally for a time.

[Call Dragon

  • cd: 5s/bends will Odahviing (Requirement: completing Skyrim's Main Quest).
  • cd: 5s/bends will Odahviing (Requirement: completing Skyrim's Main Quest).
  • cd: 15s/calls Odahviing from the Throat of the World to help you in the time of need.

[Call of Valor] (These heroes can use Dragonrend and other shouts to aid you when fighting dragons).

  • cd: 90s/summons Gormlaith from Sovngarde for 180 seconds.
  • cd: 90s/summons Felldir from Sovngarde for 180 seconds.
  • cd: 90s/summons Hakon from Sovngarde for 180 seconds.

[Clear Skies

  • cd: 10s/causes clear weather for 60 seconds.
  • cd: 15s/causes clear weather for 90 seconds.
  • cd: 20s/causes clear weather for 120 seconds.

[Cyclone]

  • cd: 40s/summons a cyclone knocking down enemies and dealing 50 magic damage.
  • cd: 50s/summons a cyclone knocking down enemies and dealing 100 magic damage.
  • cd: 60s/summons a cyclone knocking down enemies and dealing 150 magic damage.

[Disarm]

  • cd: 15s/Enemies under level 25 with weapon drawn get knockdown and disarmed (weapons are unequipped, after enemies get up they will arm themselves again) .
  • cd: 30s/Enemies under level 50 with weapon drawn get knockdown and disarmed (weapons are unequipped, after enemies get up they will arm themselves again) .
  • cd: 45s/Enemies under level 75 with weapon drawn get knockdown and disarmed (weapons are unequipped, after enemies get up they will arm themselves again) .

[Dismay

  • cd: 40s/foes under level 25 (except Dragons) flee in terror for 15 seconds.
  • cd: 50s/foes under level 50 (except Dragons) flee in terror for 20 seconds.
  • cd: 60s/foes under level 75 (except Dragons) flee in terror for 25 seconds.

[Dragon Aspect

  • cd: 5s/increases armor rating by 100 points, unarmed attacks deal extra 150 damage, power attack damage is 50% stronger and stamina regenerates 50% faster for 5 minutes
  • cd: 5s/increases armor rating by 200 points, unarmed attacks deal extra 150 damage, power attack damage is 50% stronger, stamina regenerates 50% faster and resistance against fire and frost is 50% stronger for 10 minutes.
    During this time Ancient Dragonborn is summoned when health falls below 50%.
  • cd: 5s/increases armor rating by 300 points, unarmed attacks deal extra 150 damage, power attack damage is 50% stronger, stamina and magicka regenerate 50% faster, resistance against fire and frost is 50% stronger, 
    spells are 50% more effective and shouts recharge 20% faster for 15 minutes. During this time Ancient Dragonborn is summoned when health falls below 50%.

[Dragonrend

  • cd: 25s/Dragons are prevented from flying for 50 seconds. When hit they will land immediately. During this time they are weak against physical blows and magical damage (-250 armor rating and 25% weaker to magic).
  • cd: 35s/Dragons are prevented from flying for 80 seconds. When hit they will land immediately. During this time they are weak against physical blows and magical damage (-500 armor rating and 50% weaker to magic).
  • cd: 50s/Dragons are prevented from flying for 110 seconds. When hit they will land immediately. During this time they are weak against physical blows and magical damage (-750 armor rating and 75% weaker to magic).

[Drain Vitality

  • cd: 40s/deals 5 stamina damage and absorbs 5 points of stamina for 20 seconds.
  • cd: 50s/deals 5 stamina/magicka damage and absorbs 5 points of stamina/magicka for 25 seconds.
  • cd: 60s/deals 5 stamina/magicka/health damage and absorbs 5 points of stamina/magicka/health for 30 seconds.

[Elemental Fury] (Instead of enchanting weapons, this shout increase attack speed directly with a magic cloak)

  • cd: 40s/physical attacks are 30% faster for 20 seconds.
  • cd: 50s/physical attacks are 50% faster for 25 seconds.
  • cd: 60s/physical attacks are 70% faster for 30 seconds.

[Fire Breath]

  • cd: 40s/deals 400 fire damage over 5s.
  • cd: 50s/deals 500 fire damage over 5s.
  • cd: 60s/deals 600 fire damage over 5s.

[Frost Breath]

  • cd: 40s/deals 400 frost damage over 10 seconds, target's movement speed is reduced by 50% for 10 seconds.
  • cd: 50s/deals 500 frost damage over 10 seconds, target's movement speed is reduced by 75% for 10 seconds.
  • cd: 60s/deals 600 frost damage over 10 seconds, target's movement speed is reduced by 100% for 10 seconds.

[Ice Form]

  • cd: 30s/deals 75 frost damage over 15 seconds while encasing foes in ice, target's movement speed is reduced by 100% for 30 seconds.
  • cd: 60s/deals 300 frost damage over 30 seconds while encasing foes in ice, target's movement speed is reduced by 100% for 45 seconds.
  • cd: 90s/deals 675 frost damage over 45 seconds while encasing foes in ice, target's movement speed is reduced by 100% for 60 seconds.

[Kyne's Peace]  (it no longer causes shockwave killing innocent birds)

  • cd: 40s/animals and spriggans under level 25 are friendly to you for 5 minutes/heals everyone around you 100 points of health and 50 points of stamina and magicka.
  • cd: 50s/animals and spriggans under level 50 are friendly to you for 10 minutes/heals everyone around you 150 points of health and 75 points of stamina and magicka.
  • cd: 60s/animals and spriggans under level 75 are friendly to you for 15 minutes/heals everyone around you 200 points of health and 100 points of stamina and magicka.

[Marked for Death

  • cd: 50s/drains 210 points of health and 200 points of armor rating for 70 seconds.
  • cd: 60s/drains 320 points of health and 400 points of armor rating for 80 seconds.
  • cd: 70s/drains 450 points of health and 600 points of armor rating for 90 seconds.

[Slow time] (no more white screen effect)

  • cd: 50s/time is slowed downed by 85% for 20 seconds; during this time you are muffled and gain waterwalking ability.
  • cd: 60s/time is slowed downed by 90% for 25 seconds; during this time you are muffled and gain waterwalking ability.
  • cd: 70s/time is slowed downed by 95% for 30 seconds; during this time you are muffled and gain waterwalking ability.

[Soul Tear]
+cd: 15s/causes stagger and soul traps target for 6 seconds.
+cd: 30s/causes stagger, soul traps target for 8 seconds and deals 200 magical damage.
+cd: 90s/causes stagger, deals 400 magical damage and soul traps target for 10 seconds; target under level 99 will be reanimated for 180 seconds if killed during this time.

[Storm Call] (it still strikes neutral wild animals, so if you are an animal lover, it would be best that you restrain yourself from using this shout)

  • cd: 600s/summons a lightning storm dealing 50 points of shock damage ONLY TO YOUR FOES for 60 seconds. Lightning strikes have 20% chance to cause stagger.
  • cd: 700s/summons a lightning storm dealing 50/75 points of shock damage ONLY TO YOUR FOES for 120 seconds. Lightning strikes have 20% chance to cause stagger.
  • cd: 800s/summons a lightning storm dealing 50/75/100 points of shock damage ONLY TO YOUR FOES for 180 seconds. Lightning strikes have 20% chance to cause stagger.

[Summon Durnehviir

  • cd: 5s/bends will Durnehviir (Requirement: finishing his summon quest).
  • cd: 5s/bends will Durnehviir (Requirement: finishing his summon quest).
  • cd: 15s/summons Durnehviir from Soul Cairn for 3 minutes.

[Throw Voice]

  • cd: 45s
  • cd: 30s
  • cd: 15s

[Unrelenting Force]

  • cd: 15s/staggers enemies and deals 50 magic damage.
  • cd: 30s/staggers enemies and deals 100 magic damage.
  • cd: 45s/knocks down enemies and deals 150 magic damage.

[Whirlwind Sprint

  • cd: 15s, the Thu'um carries you forward and creates a whirlwind cloak lasting for 4 second and knocking downs enemies in melee range. You are immune to fall damage while the cloak is active.
  • cd: 20s, the Thu'um carries you forward and creates a whirlwind cloak lasting for 7 second and knocking downs enemies in melee range. You are immune to fall damage while the cloak is active.
  • cd: 25s, the Thu'um carries you forward and creates a whirlwind cloak lasting for 10 second and knocking downs enemies in melee range. You are immune to fall damage while the cloak is active.

[Phantom Form] (Wyrmstooth mod, the phantom is no longer naked).

  • cd: 20s, summons a spectral clone of yourself to act as a decoy for 30 seconds.
  • cd: 30s, summons a spectral clone of yourself to act as a decoy for 45 seconds.
  • cd: 40s, summons a spectral clone of yourself to act as a decoy for 60 seconds.

[Champion's Spirit] (Falskaar mod, can only be used once per day).

  • cd: 5s, increases weapon damage by 25%, physical damage is reduced by 15%, stamina is increased by 50 points, unarmed attacks deal extra 50 damage, resistance against magic is 5% stronger and incoming spells is negated by 10% for 180 seconds.

  • cd: 5s, increases weapon damage by 50%, physical damage is reduced by 30%, stamina is increased by 100 points, unarmed attacks deal extra 100 damage, resistance against magic is 10% stronger and incoming spells is negated by 20% for 360 seconds.

  • cd: 5s, increases weapon damage by 75%, physical damage is reduced by 45%, stamina is increased by 150 points, unarmed attacks deal extra 150 damage, resistance against magic is 15% stronger and incoming spells is negated by 30% for 540 seconds.
