Smooth Leveling
For Strength for example:
- 1 Blunt gives +2 Strength
- 2 Blunt gives +2 Strength
- 3 Blunt gives +3 Strength
- 4 Blunt gives +3 Strength
- 5 Blunt gives +4 Strength
- 6 Blunt gives +4 Strength
- 7-10 Blunt gives +5 Strength
Another Example:
+3 Destruction
+1 Restoration
- 3 Alteration
Would be +5 Willpower over a course of a level. If those are all major you can still get +3 in another all major category not including minor skill ups which should make up the missing attribute increases.
Other mods that allow +5 in attribute on one skill up feel unrewarding, over-powered and break the flow of progression. You don't need +5 in every attribute ever level to get through game on average difficulty.
So now you can make a class that actually has your intended skills to be used in your major category. Leveling up still requires 10 skill ups in Major skills. if you wish to edit the mod or make your own to your preference simply edit. iLevelup01-01Mult in Gameplay>Settings and/or iLevelUpSkillCount (not touched with this mod)

Just drop the .esp in your Oblivion data folder and select it in launcher "Data Files" before playing.
