This is a custom made OVI installer with Realistic top speed and damages ver. 1.2.8 and GTA IV Vehicle Damage Handling Deformation. I combine two different mods into one OVI installer.   
ZZCOOL (taltigolt) add increased deformation of nearly every single car in the game, it also includes a handling he did for the tank. Now the rhino tank is stronger and it also crushes and flattens cars.   
Tenaglia mod of the original mod from brunodrl94. He has customized a lot, like top speed value, braking, gears etc.   
   
I can confirm this installer to work with GTA 5 ver. 1.0.1180.1
