You need to get menyoo https://www.gta5-mods.com/scripts/menyoo-pc-sp   
   
Open all interiors https://www.gta5-mods.com/scripts/open-all-interiors   
   
Now open your gta 5 directory where your gta 5 exe is located then open menyoostuff then spooner and plece the xml file in side   
   
Open menyoo to open press F8 two times to open the menu then go to object spooner and saved files and load police Secret my mod and enjoy
