Missing Clothes Fix for We Are The Minutemen

If you've ever used [We Are The Minutemen](https://www.nexusmods.com/fallout4/mods/6443), you might have noticed a minor bug where some Minutemen NPCs spawn without any clothing equipped - an issue that happens significantly more when you're using [We Are The Minutemen - Minutemen Creation Club Paint Replacer (Combined)](https://www.nexusmods.com/fallout4/mods/40524). I noticed several people had reported the same issue, but no conclusive cause had been discovered, so I investigated myself. It took several hours to pin down exactly what was going wrong, but once I knew where the issue was coming from, it took less than two minutes to fix. It *should* work perfectly fine, and has resolved the issue in all of my testing, but please let me know if the issue persists.   
  
For those interested in the specifics, this mod reorganizes the leveled lists, placing the outfit spawns at the end. From what I've gathered, leveled lists are run through in sequential order, meaning the higher something is on the list, the sooner it's spawned (much like the load order of mods). In the instances where the outfit becomes missing, the clothes are spawned first, followed by the armor. This normally wouldn't be a problem, but Minutemen are often spawned with outfits that take up some - if not all - armor slots. Since the armor is applied *after* the clothes, this causes the armor to be equipped and take precedence, unequipping the clothes. This only happens with one leveled list in the original We Are The Minutemen, but We Are The Minutemen - Minutemen Creation Club Paint Replacer (Combined) introduces the issue into two additional leveled lists, making it happen far more often. By moving the clothes to the end of the list, this allows the armor to be applied first, with the clothing then applied after - if the clothing cannot be worn with armor, the armor will be unequipped instead of the outfit, meaning no more naked Minutemen.   
  
Keep in mind that this will only fix the problem of clothes being spawned, but remaining unequipped. Conflicts with other mods that break leveled list spawns and result in no outfits being spawned in the first place, like the mod [Creation Club Faction Overhauls](https://www.nexusmods.com/fallout4/mods/30456), need to be resolved through other means, such as adjusting the positions of the mods in the load order so that We Are The Minutemen loads afterwards.
