Fallons is now able to be made into a settlement

V2.0 Redid the Precombs and Previs and added a NPC Spawner

2 the quest is still intact 

3 i believe i have gotten all the bugs fixed

4 i am excited to see what you can do with the space

Be warned it takes a bit of time for anyone to show up but they do lol
