You can find him at the Cantinaaboard Prydwen.
You need to be at least the rank of Brotherhood Knightto recruit him.
This rank is given by Elder Maxson soon after joining up.

You can kill him if he turns against you.
You just have to make sure he's not your active companion at the time,
such as by hiring a different one.

He uses a laser rifle.

He has the generic Brotherhood soldier voice.

You can use him as a settler, of course.
